In order to better organize the application for the National Natural Science Foundation of China and further improve the quality of fund application projects, it is notified in accordance with the Circular of the National Natural Science Foundation of the People's Republic of China on the Announcement of the 2014 National Natural Science Foundation Project Application and Concluding Relevant Issues (Annex 1). The requirements are hereby notified as follows:

First. Read carefully the 2014 National Natural Science Fund Project Guide

A small amount of paper version of the "2014 National Natural Science Fund Project Guide" purchased by the Ministry of Scientific Research has been received and will be sent to the research secretaries and some applicants of the secondary colleges. ● In addition to the face and area science fund projects are filled out offline, other projects are filled out online.

● No longer set up the Youth Science Fund - a continuous project funding project. Young scientific fund project leaders who do not have senior professional titles (professional titles) are allowed to apply for the project in the end of the year.

● Special funded research projects for basic scientific instruments and special research and development equipment for national major scientific research equipment were merged into national major scientific research instrument development projects.

● The innovation research group project no longer applies the departmental recommendation application method. Instead, the applicant applies directly to the NSFC through the supporting unit.

● In the past two years (this time refer to 2012 and 2013), applicants who did not receive funding (including projects that were not accepted for preliminary examination) on the surface of the project were not allowed to apply for the above-mentioned project as applicants.

● Obtained top-level projects (including one-year projects), key projects, major projects, major research plans (excluding integration projects and guidance of expert group research projects), joint fund projects (referring to the joint fund project of the same name), and regions in the previous year Project funders (including one-year projects), international (regional) cooperative research projects (excluding special explanations), and special project funders for the national major scientific research equipment and equipment development projects may not apply for the same type of projects as applicants.

● Avoid repeated funding of the National Natural Science Fund Project and the National Social Science Fund Project. The person in charge of the National Social Science Fund project is not allowed to apply for the National Natural Science Foundation project as an applicant; the person in charge of the completed National Social Science Fund project should apply for a National Philosophy and Social Science Plan when applying for the National Natural Science Foundation project. A photocopy of the “Certificate of Success” issued by the office, together with the official seal of the supporting agency, is submitted as an attachment together with the paper application. In the same year, applicants who have applied for the National Social Science Fund project may not apply for the National Natural Science Fund project as an applicant.

All units should attach great importance to the application of the National Natural Science Foundation of China. Academic committees, supervisors, scientific research offices, and research secretaries of various departments must actively organize and make reasonable arrangements and focus on the following:

1. Conscientiously summarize the past fund declaration work of the unit, find out the problems in the application, and guide the application for the current year;

2. Organize discipline experts to demonstrate the application of the project. The applicant briefly describes the project's significance, research objectives and content, technical routes and research methods, and human organization. The experts propose amendments to improve the accuracy of the selected topics and projects. Quality; feedback on the full text of unfunded projects should be promptly collected and analyzed, analyze the reasons and propose amendments, and urge the applicant to make corresponding changes;

3. All units should classify the application projects of this unit, and projects of the same type should be organized and diverted rationally to avoid repeated application and internal competition;

4.Please pay special attention to the types of projects accepted by the fund committee during the period of concentrated reporting. If you do not report in the centralized period, it will not be accepted.

5. The scientific research secretaries of all units are the applicants who need to fill in online to register the ISIS system user name and password, and guide their entry and completion;

6. The project applicant shall separately submit a copy of the identity card of himself and the project team members and a copy of the degree certificate, which shall be submitted to the scientific research secretary of the secondary unit for review, and a copy of the ID card and copy of the degree card shall be filed with each secondary unit. The type of project submitted by postdoctoral personnel in our school is a face-to-face project and a youth fund project. If post-doctoral postgraduates of our school and other application personnel who have already corrected for the employees have not mentioned in the application that they are post-doctoral, there is no need to provide the “2014 postdoctoral personnel declaration of commitment to the National Natural Science Foundation”.

Nine. Other matters needing attention

1. Applications that do not participate in the centralized super check on March 10 will not be accepted. Online application should be submitted online before 8 am on March 10. After the super check, the school will withdraw it and continue to improve. Jieqing and other projects that are not subject to the total number of applications and commitments may not participate in the school's centralized superchecks.

2. The Youth Fund application completed online must first be submitted to the unit for review before printing the PDF version.

3. Formal review is to prevent applications from failing due to non-academic reasons for the application. All units and project applicants are required to seriously self-inspect. For applications that need to be modified or replaced, the scientific research secretaries of the second-level units are required to uniformly modify the electronic application and replace the paper application. The application submitted online must be cancelled by the Ministry of Scientific Research and then revised online again. After the revision, the PDF version will be resubmitted and the new version will be printed again.

4. The Ministry of Scientific Research only accepts applications and electronic versions submitted and replaced by the scientific secretaries of each secondary unit, and does not accept personal reasons for modification or updating.

5. After completing the application form, the applicant submits the electronic application and its electronic attachment materials online, downloads and prints the final PDF version of the application, and submits the signed original paper application form in duplicate to two copies (3 innovation groups). ), without the need to submit paper attachment materials (except for the original paper materials that must be provided, such as letter of consent of the instructor, letter of commission, expert recommendation, post-doctoral commitment letter, commissioned signature letter, ethics certificate, etc.).

Ten, special instructions

In order to prevent academic misconduct and avoid repeated funding, the National Natural Science Foundation of China will use computer software to compare the contents of the application from 2013 onwards.

1. You must not apply for projects of the same or similar content to the same science department or different science departments with different types of projects;

2. Applicants employed by more than one supporting agency shall not apply for projects of the same or similar contents through different supporting units;

3. You must not apply for the same or similar items in the names of different applicants.

4. The funded projects may not be submitted to the same Science Department or different science departments for repeated funding applications.

If any of the above situations is confirmed, it will be dealt with according to the seriousness of the circumstances, and those who do have academic misconduct will be referred to the supervision committee.
